Ms. Mbali Cynthia Shinga is a Member of the Executive Council (MEC) for the Department of Social Development in the KwaZulu-Natal Provincial Government. She is also a Member of the Provincial Legislature (MPL) for the National Freedom Party (NFP) and serves as the NFP provincial chairperson.

Before becoming MEC, Ms. Shinga was involved in community activism, focusing on empowering women, youth, and the underprivileged, and addressing issues like HIV prevention and poverty alleviation. She entered the political stage in 2011, joining the NFP because its values aligned with hers. She was instrumental in mobilizing for the party in her area and became its first branch chairperson there.

As MEC for Social Development, she has emphasized strengthening family units, promoting well-being, and tackling poverty. She has been involved in initiatives such as distributing food vouchers and winter blankets to vulnerable families. She has also called for auditing non-profit organizations receiving government funding to ensure proper use of funds.

Ms. Shinga believes in equipping young people, women, and the unemployed with skills to achieve financial independence and reduce reliance on state support. She was appointed to the government of provincial unity (GPU) Cabinet in KwaZulu-Natal after the May general elections, which did not produce an outright winner. She views the GPU as the best option for the people of KZN, reflecting their vote for a unity government.
