Ms Sempe Elizabeth Mokua is the current Member of the Executive Council (MEC) for Public Works and Roads in the North West Province of South Africa. Appointed in 2023, she is only the second woman in three decades to hold this critical portfolio, reflecting her trailblazing leadership and deep commitment to public service.

A seasoned activist and respected trade unionist, Ms Mokua brings a strong grassroots understanding to her role. Her leadership is characterized by a focus on infrastructure development as a catalyst for job creation, economic growth, and improved service delivery. Under her guidance, the department has declared the province a “construction site,” initiating major roadworks, bridge developments, and public infrastructure upgrades, particularly in underserved and rural communities.

Ms Mokua is also known for her hands-on approach to governance. She has led on-site inspections, community engagements, and intergovernmental collaborations, including partnerships with the national Department of Public Works and Infrastructure. Her oversight has been key in the rollout of projects such as the Welisizwe Bridge Programme, improving connectivity in isolated areas.

In 2024, she temporarily served as the Acting Premier of North West Province, demonstrating her capability to lead at the highest provincial level.

Driven by principles of equity, transparency, and transformation, Ms Mokua continues to champion inclusive development, infrastructure resilience, and opportunities for historically disadvantaged groups across the province.
